Reigning for the second time in a row, Institut Teknologi Petroleum PETRONAS (INSTEP) has once again won the MSOSH OSH Gold Class 1 Award 2018!

Subsea Christmas Tree Donation

Themed “The Legacy Continues with INSTEP, Enriching Subsea Knowledge”, 9 July 2019 marked a major milestone for Institut Teknologi Petroleum PETRONAS (INSTEP) and PC Mauritania 1 Pty Ltd (PCMPL) as the former received the ‘Subsea Christmas Tree’ from the latter, witnessed by honourable guests En Idris Ibrahim, Chief Executive Officer (CEO) from PETRONAS Technical Training Sdn Bhd; En Ahmad Lutpi Haron, International Production Expert from International Assets; En Wan M Marzuki Wan Ismail, Head of Infrastructure Engineering from Group Technical Solutions (GTS); and En Izrie Ghazali, Project Manager from Group Project Delivery (GPD).

For those of you wondering, the ‘Subsea Christmas Tree’ is a system of valves, piping, and connectors used to direct, control, and regulate the flow of oil, gas or water into or out of the well.

Deepwater capability development journey for PETRONAS begins with the acquisition of Chinguetti Field in Mauritania, West Africa, with PCMPL as the Field Operator. The interest of the field including three offshore exploration blocks, was acquired from Woodside Energy Limited (WEL) on 25 December 2007. Discovered in 2001, the Chinguetti field is located in Deep Water Block 4, about 80 km west of the coastline and about 90 km from the Mauritanian capital, Nouakchott.

PETRONAS’ objective is to establish the foundation and eventually develop and enhance internal deepwater capability by operating the Chinguetti field. According to En Lutpi, “Operations in Chinguetti Field is a reflection of PETRONAS’ extensive journey in deepwater. Although the field has stopped producing, the experience continues through learning, producing talents through INSTEP for deepwater ventures in Mexico and Africa.”

The Chinguetti operations has served as the “breeding ground” for the young but enthusiastic engineers to acquire, develop and enhance their skills in deepwater environment. With experience in operating Chinguetti field, integrated capability is available across OPUs/HCUs, offering end to end solution in the five key focus areas i.e. Exploration, Development, Operation, Decommissioning and R&D. Deepwater best practices and lessons learnt implementation drives project value improvement derived from the experience operating Chinguetti field.

As part of normal field life cycle, it is concluded that the field’s journey has come to an end, ready to be abandoned and decommissioned. This has opened up an opportunity for International Asset (IA) to collaborate with Project Delivery & Technology (PD&T) Division , who has been entrusted to execute the Chinguetti Abandonment & Decommissioning (A&D), the first deepwater A&D project for PETRONAS.

The Chinguetti A&D execution is divided into two phases. Phase 1: Temporary Well Suspension and FPSO Decommissioning & Demobilisation, Phase 2: Wells Plug & Abandonment. Phase 1 commenced in 2017 and successfully completed in May 2018. Meanwhile, Phase 2 campaign will commence in Q4 this year, encompassing Wells Plug & Abandonment (P&A) of 15 temporary suspended wells.

In line with A&D programme, PD&T and IA have taken the effort to enhance value proposition of the ‘Subsea Christmas Tree’ by donating it to INSTEP. “INSTEP is honoured to receive such a meaningful contribution and we are geared towards sweating the asset to add value to subsea training, supporting PETRONAS’ agenda in international growth”, says En Idris.

As a recipient of this asset, INSTEP sees the ‘Subsea Christmas Tree’ as more than just an asset, but a perfect avenue to add value to their training programmes. En Wan M Marzuki says that it is undoubtedly PETRONAS’ focus to drive subsea solutions towards deepwater, shallow water, and marginal field. Through collaboration with INSTEP, we will be able to produce new portfolios for subsea training and development, and build up SKG training.

The ‘Subsea Christmas Tree’ will complement INSTEP’s experiential learning for 8 out of 17 existing SKG 12.5 programmes, for example, Introduction to Subsea Engineering Level 1, Intervention of Subsea Equipment Level 2 and Subsea Christmas Tree & Wellhead Level 2. Additional one new programme will be envisioned and readily made available by Q4 2019 with a widened target audience, not limited to only SKGs, but also to educate on the awareness of subsea operations, enhancing subsea capability.

“The Subsea Christmas Tree is now accessible to the mass of PETRONAS and this prepares the organisation to soar to a greater height in continuing subsea deepwater journey”, says En Izrie Ghazali. This effort will subsequently allow INSTEP, in collaboration with GTS, to give real life experience and exposure to subsea technology for the relevant PETRONAS staff and enhance their subsea capability.

INSTEP – SARAWAK PETCHEM MoU Exchange: A Start To Enriching Lives For A Sustainable Future

11 June 2019 marks a major milestone achieved for both INSTEP and Sarawak Petchem. The state-owned Sarawak Petchem inked an agreement with INSTEP for the latter to accelerate human capital development in supporting the operation and maintenance of Sarawak Methanol Plant in Bintulu. This would also maximise the recruitment of local talents, so as to support the growth of Malaysia’s oil & gas industry, particularly in Sarawak.

The signatories for the agreement were INSTEP Chief Executive Officer, Idris Ibrahim and Sarawak Petchem Chairman, Tan Sri Datuk Amar (Dr.) Haji Abdul Aziz. The Memorandum of Understanding (MoU) exchange between both parties signifies the start of cooperation in the area of technical training and capability building for new engineers & technicians for operation & maintenance of Sarawak Methanol Plant. Prior to this project coming onstream in 2022, two potential intakes, comprising of 120 technicians and operators, will be sent for a one-year training programme at INSTEP as early as 2020.

A moment to be cherished signifies major milestone achieved by both INSTEP and Sarawak Petchem.

Dr. Haji Muhammad Abdullah Haji Zaidel, Director-in-Charge of Sarawak Petchem, in his opening remarks, highlighted that “This agreement is instrumental to the success of the nation, as more young Sarawak talents will be developed through experiential learning at INSTEP, anchored on INSTEP world class facilities, qualified & industry-experienced instructors, as well as internationally accredited training programmes.” 

According to him, this agreement marked another milestone achieved, following an agreement signed with PETRONAS Chemicals Marketing (Labuan) Ltd (PCML) in Dec 2018, as Sarawak is one step closer in realising its goal of expanding their downstream business in the oil & gas industry, particularly in petrochemical products.

INSTEP Successfully Performs Training for MTCP International Participants

Ten participants from 10 countries successfully completed “Basic Training for Plant Operations” from 8 to 21 August 2016 at INSTEP under the Malaysian Technical Training Programme (MTCP) sponsored by the Ministry of Foreign Affairs, Malaysia.

This government-to-government programme aims to expose participants to upstream & downstream plant operations. The programme is designed to address the fundamental needs of a plant personnel for safe, efficient and effective plant operations.  It provided a useful platform for the participants to network, exchange information and share their experiences and lessons learnt during their stay in Kuala Terengganu. The participants also attended an engagement session with Ministry of Foreign Affairs in Putrajaya. 

The participants individually presented their learning experiences at INSTEP and plan of action upon returning to their respective countries. They also expressed their gratitude to the Government of Malaysia for the sponsorship and INSTEP for the skills gained during the hands-on training at the state-of-the-art Upstream Downstream Training Plant.

Mr Beh Ching Chye, Principal Assistant Secretary, International Cooperation and Development Division, Ministry of Foreign Affairs, witnessed the closing ceremony and delivered the certificates to the participants at Dorsett Hotel in Putrajaya.

Speaking at the event, Chandramohan Saminathan, CEO PTTSB, expressed his appreciation to the Ministry of Foreign Affairs for their continued support and confidence in INSTEP to carry out the training for MTCP participants. He hoped the knowledge and experiences gained by the participants during the training at INSTEP will form a foundation to enhance their skills to perform their tasks diligently and safely.

INSTEP Learners win PEARSON Awards Again!

Institut Teknologi Petroleum PETRONAS (INSTEP) won the “Outstanding Learner” and “Centre of Excellence” Awards during the Pearson Medallion Award Ceremony on 27 August 2016 at Le Meridien Hotel, Kuala Lumpur. Tony Collingridge, Director of UK Trade and Investment graced the auspicious occasion.

INSTEP has been recognised as a Centre of Excellence for delivering Pearson BTEC International qualifications for two consecutive years.  The winners are highly valued due to the proven track records and achievements amongst over 100 Pearson centres in Malaysia.

INSTEP is proud that two of its Petroleum Technology Programme – 1 (PTP-1) learners, Mohamad Amin Afandi Abd Khoder and Siti Norbaya Yahya received the Outstanding Pearson Learner Awards 2015.  These awards are presented to high achievers among thousands of students who sat for exams and are recognised among the country and world’s best performing students.

Chandramohan Saminathan, CEO PTTSB, received Pearson Centre of Excellence Award from Mr. Simon Young, Portfolio Director, Pearson UK.

In its first entry, INSTEP won the Global Getenergy Award in the esteemed category of Education and Training Provider of the Year.  This award recognises the oil & gas learning institution that has consistently developed and delivered industry leading programmes.  INSTEP clinched the award from five other finalists, including NExT Schlumberger, which had won the Award for the last three years running.

Chandramohan M Saminathan, CEO PTTSB, received the award from Carlos Ortiz Gomez, Director General of Research, Technology Development & Human Resources Formation, SENER Mexico, at the Gala Dinner on the evening of 16 May 2016 at One Whitehall Place in London.

Following the award ceremony, Chandramohan spoke in a plenary session of the 12th Annual Getenergy Global Event on “Strategies for Practical Learning Experience”.  He highlighted that PETRONAS has invested on world class learning facilities to support scenario based learning, and despite the current challenging low oil price environment, INSTEP continues to invest in simulation and virtual technology to meet the industry’s immediate demand.  The recently launched Liquid Metering Training Skid, Pigging Test Loop and Virtual Reality Technology in the various Academies create a competitive advantage in providing quality learning at INSTEP.

Chandramohan also participated as a panel member for Career Planning and Mentoring for the next generation of young professionals.  About thirty students doing Masters at various universities in London took part in the session.
