INSTEP – SARAWAK PETCHEM MoU Exchange: A Start To Enriching Lives For A Sustainable Future

11 June 2019 marks a major milestone achieved for both INSTEP and Sarawak Petchem. The state-owned Sarawak Petchem inked an agreement with INSTEP for the latter to accelerate human capital development in supporting the operation and maintenance of Sarawak Methanol Plant in Bintulu. This would also maximise the recruitment of local talents, so as to support the growth of Malaysia’s oil & gas industry, particularly in Sarawak.

The signatories for the agreement were INSTEP Chief Executive Officer, Idris Ibrahim and Sarawak Petchem Chairman, Tan Sri Datuk Amar (Dr.) Haji Abdul Aziz. The Memorandum of Understanding (MoU) exchange between both parties signifies the start of cooperation in the area of technical training and capability building for new engineers & technicians for operation & maintenance of Sarawak Methanol Plant. Prior to this project coming onstream in 2022, two potential intakes, comprising of 120 technicians and operators, will be sent for a one-year training programme at INSTEP as early as 2020.

Dr. Haji Muhammad Abdullah Haji Zaidel, Director-in-Charge of Sarawak Petchem, in his opening remarks, highlighted that “This agreement is instrumental to the success of the nation, as more young Sarawak talents will be developed through experiential learning at INSTEP, anchored on INSTEP world class facilities, qualified & industry-experienced instructors, as well as internationally accredited training programmes.” 

According to him, this agreement marked another milestone achieved, following an agreement signed with PETRONAS Chemicals Marketing (Labuan) Ltd (PCML) in Dec 2018, as Sarawak is one step closer in realising its goal of expanding their downstream business in the oil & gas industry, particularly in petrochemical products.

PETRONAS through its technical training arm, INSTEP, will play its vital role in developing human capital to operate their asset in Sarawak. INSTEP Continues Empowering Papua New Guinea’s Young Talents

30 April 2019 marks a remarkable milestone achieved as the first batch of Papua New Guinea (PNG) learners from Oil Search Limited (OSL) successfully completed their 1-year training programme at INSTEP, the technical training solutions partner.

The customised learning solution was designed to provide industry specific knowledge and technical gap closure to Oil Search’s engineering graduates, giving them a common inter-disciplinary base to foster interaction among the different engineering specialisations. Utilising face-to-face learning in classroom, hands-on training at practical workshops, and OJT at Upstream Downstream Training Plant (UDTP), INSTEP blended learning approach, coupled with its state-of-the-art facilities and certified instructors have provided learners with experiential learning to accelerate their competency development.

Customer Centricity At The Heart Of INSTEP-OGC Strategic Partnership

Customer Centricity, being the nucleus in strengthening ties with partners has seen the first batch of Oman Gas Company Salalah Liquefied Petroleum Gas (OGC SLPG) learners successfully completed their 8-week training programme at INSTEP, the technical training solutions partner.

INSTEP is a strong learning partner to Oman by providing industry and technology driven customised learning solution to enrich the lives of Omanis. With the new LPG plant in Salalah, Oman which is planned to be commissioned in 2020, INSTEP has accelerated the competency development of 10 engineers in OGC SLPG Batch 1 through experiential learning. 

This milestone showcased Shared Success between businesses within PETRONAS: INSTEP and PGB. This collaborative training involved face-to-face learning in classroom, hands-on training at practical workshops, and OJT at Upstream Downstream Training Plant (UDTP) & Gas Processing Kertih (GPK). With the focused execution inculcated in such blended learning experience at 3 different learning environments: INSTEP, UDTP and GPK, this holistic understanding is instrumental to the development of the learners’ technical competencies and the Salalah project in Oman.

OGC Management and learners conveyed their appreciation for INSTEP reliability as a capability caretaker partner and the strong relationship that culminates in shaping greater flexibilities and addressing changing needs. INSTEP successfully completed the Technician Training Programme for ExxonMobil Exploration & Production Malaysia Incorporated (EMEPMI) 38th batch.  As the year ramps up, the 11 years of partnership between INSTEP and ExxonMobil has progressively heightened the quality and the implementation of the training programme.

This learning milestone was witnessed by Chin Yew Sin, Superintendent and Siti Dura Muhammad, Operations Manager of Learning & Operations Support, EMEPMI and Chandramohan M Saminathan, CEO of INSTEP.

INSTEP was awarded two contracts, namely EPC-1: Steam Cracker, Selective C4 Hydrogenation MTBE Butene-1 Recovery and Utility & Off-Site Units; and EPC-3: Natural Gas Liquids (NGL) for the training of 139 fresh & experienced learners from June 2018 to February 2019.

This collaborative training involved a large group of learners to be attached for 3-6 weeks On-Job-Training (OJT) at PETRONAS plants, demanding close coordination with SMEs to minimise disruption to plant operations and ensuring safety.  This is the first time INSTEP is conducting training in Steam Cracker and required intensive module development in less than 2 months.

“New Ways of Managing HSE Excellence” – the theme for this year’s International Association of Drilling Contractors (IADC) Drilling HSE and Training Asia Pacific Conference & Exhibition on 22 and 23 January at PETRONAS premier technical training institute, INSTEP.   This international event brought together key stakeholders in the Exploration & Production (E&P) industry to share ideas on improving the industry’s safety performance and operational efficiency.

The conference & exhibition was graced by the presence of Chen Kah Seong, Vice President, Centre of Excellence (COE), PETRONAS Carigali Sdn Bhd, Mike DuBose, Vice President of International Development in IADC, Rohaizad Darus, President of Velesto Energy Berhad, and Chandramohan M Saminathan, Chief Executive Officer of INSTEP.  A total of 105 delegates from across the world, including the UK, USA, Norway, Singapore, Indonesia, Thailand, Japan and the Middle East, attended the event.

Chen, in his keynote address, highlighted the need “to strengthen HSE towards incident prevention and move towards seamless operation while elevating culture of compliance, intervention, competency and heightening HSE leadership at all levels”.   In this regard, PETRONAS has embarked on several HSE-related digital projects, namely UAUC reporting and analytics, major incident analytics and predictive model, project turnaround and fatigue management.

The conference focused on several key topics, namely performance optimisation, safety and human factors, big data and data analytics, rig equipment and innovations, workforce development and training. All these topics were relayed by industry experts from major oil and gas companies such as PETRONAS, Shell, EM&I and Velesto Energy Berhad.

Enterprise Outlook Leads to the Success of ORPIC Training!

INSTEP graciously hosted the closing ceremony of Engineering, Procurement and Contract (EPC) 1 (Steam Cracker) Batch 2 learners on 12 December 2018, signifying a remarkable achievement completed by the 53 Oman Oil Refineries and Petroleum Industries Company (ORPIC) learners throughout their 6-week training at INSTEP.

Empowering people capability development, this training progressively strengthen the learners’ competencies via face-to-face learning in the classroom, hands-on training at practical workshops, and On-the-Job Training (OJT) at INSTEP Upstream Downstream Training Plant (UDTP), PETRONAS  Chemical Olefin Glycol Derivative (PCOGD) in Paka and PETRONAS Chemicals Methyl Tertiary Butyl Ether (PCMTBE) in Gebeng.

 

During the one-week experience at UDTP, the learners performed real activities on a live training plant to enhance their competency through experiential learning with various scenarios such as plant start-up, shut-down, and trouble shooting.

They also had the opportunity to experience confined space training and industrial firefighting at INSTEP fire training ground. Following that, the one-week attachment at PCOGD enriched the learners’ learning experience even more by being exposed to the operations of furnace, quench, steam dilution, and so on.

The training journey came to an end after the learners underwent one-week attachment at PCMTBE. They learnt the operations & equipment of plant facilities while enhancing their capabilities and skills at the same time adhering to the HSE principles at work.

Adopting the enterprise outlook to cater to our customers’ needs, this programme perfectly showcased the shared success and nurture trust between INSTEP, PCOGD, and PCMTBE. The learners positively testified on their wholesome learning experience. Before they set foot at INSTEP, they had zero knowledge on processes and operations of plant facilities, but with a six-week training, they are on par with some of the professionals out there, and ready to give back to the development & well-being of their people in Oman aligned with ORPIC tagline “we serve Oman with pride”.

INSTEP graciously hosted the closing ceremony of Engineering, Procurement and Contract (EPC) 1 (Steam Cracker) Batch 2 learners on 12 December 2018, signifying a remarkable achievement completed by the 53 Oman Oil Refineries and Petroleum Industries Company (ORPIC) learners throughout their 6-week training at INSTEP.

Annual In-House Blood Donation Drive

Blood transfusion helps save millions of lives and more often than not, demand exceeds supply, and blood services face the challenge of making sufficient blood available, while also ensuring its quality and safety. Being conscious of this issue that has become commonplace everywhere in the world, 62 trainees and staff at Kimanis Petroleum Training Centre (KTC) had been keeping the momentum and spirit ongoing with the recent success in their eighth annual in-house blood donation drive.

 

Ever since 2011, KTC has been collaborating with Beaufort Hospital in organising a blood donation drive annually at the training centre. Together with another blood donation drive that was held earlier in this year March which was in conjunction with the Health, Safety and Environment (HSE) Day 2018, a total of 124 pints of blood had been collected as of this year, which had doubled the level of blood bank in Beaufort Hospital.

Moh Arrifin Bin Abd Ahaling, Head of KTC, appreciated and expressed his gratitude to the committed cooperation between KTC and Beaufort Hospital. “Alhamdulilah, I am grateful to see that the past donors were enthusiastically involved in this blood donation drive by being one of the earliest blood donors. This value of theirs is commendable and should become the role models of the other new donors, so they will keep this helping spirit going on without feeling frightful of donating blood,” said Moh Arrifin. Also present at the blood donation drive was Dr. Fatihah Anisah Mukhtar, Beaufort Hospital Medical Officer which was the hospital representative.

INPEX Engineers Complete Advanced HSE Training at INSTEP

On 14 January 2018, INSTEP hosted engineers from INPEX Corporation, a Japanese E&P company, for an advanced HSE training programme. The 7-week programme ended on 1st March 2018 recently. This year’s batch is a follow-up to the first batch that INSTEP received around the same time last year.

This On-the-Job Training (OJT) programme focused on the essential process safety aspects and practices in the oil and gas industry, utilising a blended learning methodology of 40% theoretical knowledge and with 60% of the learning carried out through practical assignments and simulation exercises at INSTEP Upstream Downstream Plant (UDTP).  These trainees were introduced to 12 core subject matters including Safe System of Work (SSOW), Safety in Process Design & Operations, Hazardous Area Classification, Risk Assessment (RA) Tools and Layer of Protection Analysis (LOPA).

The key highlight of the training is where the learners were exposed to INSTEP’s Upstream-Downstream Training Plant (UDTP), the first of its kind installed in the world, which replicates real workplace scenarios in a safe and controlled environment. The learners had the opportunity to operate the plant themselves under the supervision of INSTEP trainers. The hands on exposure had significantly enhanced their understanding, capabilities, and skills on the subject learnt. The training concluded with each learner presented their final project to complete their training programme.

In line with providing total learning experience, trainees were treated with some weekend trips in which they had the opportunity to visit some local tourist attractions not only in Terengganu but also in Melaka.

INSTEP looks forward to continue this collaboration in the future to create value to both organisations.

INSTEP Signs Strategic Partnership with MOGSC

PETRONAS Technical Training Sdn Bhd (PTTSB) signed a Collaboration Agreement with Malaysian Oil & Gas Services Council (MOGSC) on 13 February 2018 at the Malaysian Petroleum Club. The ceremony was graced by Dato’ Raiha Azni Abd Rahman, SVP Group Human Resource Management PETRONAS and Chairman, Board of Directors PTTSB.

The Agreement marks a value-adding strategic alliance for both MOGSC and INSTEP, whereby MOGSC would provide the platform to create brand awareness and market INSTEP’s offerings to its 500 plus members. In return, INSTEP will provide the required quality learning solutions using its state-of-the-art facilities and competent instructors.

Speaking at the event, Chandramohan M Saminathan, CEO PTTSB, said “The value of this synergy was evident to MOGSC and INSTEP right from the onset when Ir Megat Zariman, Vice President MOGSC, brought 26 of their members to visit INSTEP last year.  The industry players were impressed with INSTEP’s facilities and offerings, as “Seeing is Believing“.

Pn Sharifah Zaida Nurlisha, in her speech, added “This Collaboration marks a starting point for development of joint courses which I hope will be launched soon for the benefit of the industry.  It is MOGSC’s objective to promote the capabilities of our members and to develop the competency of their workforce.

Pn Sharifah Zaida was an active participant in INSTEP Experiential Business Networking event last October, which was attended by 44 international delegates from 29 companies.

Both INSTEP and MOGSC expressed their confidence that this alliance will be a catalyst for more training and human capital development to support PETRONAS unwavering efforts to produce a skilled workforce for the local oil & gas industry.
