Driving PETRONAS Self-Regulation Towards OSH Excellence

You might be wondering, “what is self-regulation?” 

Self-regulation is the foundation in acquiring the right competency, which comprises of regulation, management system, auditing, asset integrity, process safety management and occupational safety & health. A person is self-regulated when he or she is competent to perform inspection, integrity assessment and investigation in compliance with the statutory requirements, codes, standards and company specifications.

With process safety being one of PETRONAS core focus, Institut Teknologi Petroleum PETRONAS (INSTEP) has designed OSR Inspector Development Programme for Pressure Vessel Certification and Hoisting Machine Certification. The implementation of this programme was briefed to Ir. Haji Mohd Hatta Bin Zakaria, Director of Department of Occupational Safety & Health (DOSH) Petroleum Safety Division during his one-day strategic engagement at INSTEP. 

Till date, 97 OSR inspectors have successfully fulfilled the requirement and competency of OSR Management System (OSRMS) and have been successfully certified upon the completion of the programme.

Being the Chairman of Competency Panel Committee meeting, Ir. Haji Mohd Hatta also officially kick-started the successful implementation of Plant Management System (PMS) Internal Regulator Competency programme, which will see the first batch of Internal Regulators being trained and certified to support Pengerang Integrated Complex operations & maintenance by end of 2020.

Third consecutive win for INSTEP – MSOSH OSH Gold Class 1 Award

Institut Teknologi Petroleum PETRONAS (INSTEP) has consistently demonstrated its commitment to safety and health standards and has been recognised by the Malaysian Society for Occupational Safety and Health (MSOSH) in the Occupational Safety and Health (OSH) Gold Class 1 Award 2019.

This is the third consecutive time that INSTEP has received MSOSH Gold Class 1 Award since 2017.  The achievement was celebrated at the 38th Annual MSOSH OSH Virtual Award Ceremony on 26 November 2020.

This award does not only acknowledge INSTEP as an esteemed organisation with high level of safety and health standards at our worksites, but also serves as a testament to INSTEP’s determination in ensuring safety and health practices in our daily work operations.

“Embracing our HSSE tagline – ‘Safety is our priority’, we are not only looking into the consistency and effectiveness of our current practices, but we are also constantly keeping the organisation updated with the latest global trends and ensuring that our operation is fully complied with the OSH legal requirements pursuant to national laws and regulations,” said Alizan Ismail, the Head of Health, Safety, Security and Environment (HSSE) Department of INSTEP.

The MSOSH OSH award is an annual award presented to organisations that meet the stringent documentation and site verification audits by a panel from various agencies including the Department of Occupational Safety and Health (DOSH), the Social Security Organisation (SOCSO), the National Institute of Occupational Safety and Health (NIOSH), the Federation of Malaysian Manufacturers (FMM), SIRIM Berhad, the Malaysian Employers Federation (MEF), the MSOSH, multinational corporations and private companies.

Established in 1981, INSTEP accelerates human capital development in the energy industry and has produced more than 130,000 competent technical workforces globally. The year 2021 marks INSTEP’s 40 years of contribution to building technical competencies and commitment in enriching the energy workforce towards a sustainable future.

INSTEP Wins Prestigious International Institution Accolade at the BTEC Awards 2021

Institut Teknologi Petroleum PETRONAS (INSTEP) was awarded the prestigious Silver BTEC Award for International Institution of the Year 2021 for the first time ever. The achievement was celebrated at the 11th anniversary of Pearson’s annual BTEC Awards hosted online on 7th July 2021 at 2pm (British Summer Time).

Commenting on INSTEP’s achievement, PETRONAS Senior Vice President of Group Human Resource Management, Farehana Hanapiah, who is also the Board Chairperson of PETRONAS Technical Training Sdn Bhd (PTTSB), said, “PETRONAS continuously advocates for education and human capital development, aligned with our Purpose as a ‘progressive energy and solutions partner, enriching lives for a sustainable future’.

“I am immensely proud of INSTEP’s achievement as the Silver Award for International Institution of the Year 2021. This is INSTEP’s very first win and we are honoured to receive this award. Winning this award substantiates INSTEPs relentless effort in progressively delivering BTEC qualifications since 2014, and PETRONAS strong commitment to human capital investments despite the challenges faced during these unprecedented times.”

BTEC, also known as Business and Technology Education Council, is an international accreditation body which focuses on technical expertise. Nearly a million learners across the globe completed BTEC courses over the past year; the career-focused qualifications are a vital route for those pursuing careers in sectors such as IT, business, the creative industries, healthcare, engineering, construction and future industries. This is especially important in the current context as the UK responds to the global pandemic and looks to kickstart projects to speed economic recovery.

INSTEP has been playing its vital role as an internationally-recognised technical learning institution in designing and delivering BTEC Self-Regulated Framework (SRF) qualifications to meet the Oil & Gas industry learners’ needs. To date, INSTEP has certified 1,438 BTEC Level 2 learners and 2,357 BTEC Level 3 learners under its Bridging Programmes: Technical Energy Enrichment Programme (TEP) for PETRONAS as well as customised TEP for international clients such as Oil Search Limited (OSL), Papua New Guinea and Production Operation Training (POT), Iraq.

As PETRONAS’ technical learning arm, INSTEP has been playing its vital role by constantly providing a steady stream of sustainable talent pipeline to the industry. INSTEP designs training pathways to progressively strengthen our learners’ competencies through blended learning approach, which encompasses face-to-face classroom learning, hands-on training at practical workshops, experiential learning at INSTEP’s world class Upstream Downstream Training Plant (UDTP), as well as On-the-Job training at the commercial plant.

Other than technical learning, INSTEP, as a wholesome learning solutions partner, provides opportunity for learners to fully explore the beauty of Malaysia and blend into our culture and local community. The fully furnished supporting facilities at INSTEP, such as sports facilities, in-house clinic, cafeteria and accommodation render a wholesome learning experience to our learners, who are well taken care of throughout their transformational learning journey at INSTEP.

In response to the COVID-19 pandemic in 2020, INSTEP swiftly adjusted to the new norm and embraced the opportunity by providing digital learning solutions via Virtual Instructor-Led Training (VILT) to upskill technical workforce virtually to ensure competency in managing day-to-day operations. To date, a total of 886 programmes were successfully delivered via VILT, upskilling more than 10,000 learners.

INSTEP Continues to Amplify International Technical Collaboration

Institut Teknologi Petroleum PETRONAS (INSTEP) continues its seventeen years of commitment towards international technical cooperation under the Malaysian Technical Cooperation Programme (MTCP). The program which officially launched at the Commonwealth Heads of State Meeting in 1980 constitutes Malaysia’s commitment towards promoting technical cooperation under the south-south spirit.

INSTEP Chief Executive Officer, Mr. Idris Ibrahim said: “The evolution of oil and gas industry is dynamic and unpredictable, but in the spirit of Courage to Act, there shall remain further opportunities to strengthen regional collaboration and leverage on our experiences and expertise in developing talents in the volatile industry.” 

Mr. Idris Ibrahim, INSTEP Chief Executive Officer, took the participants down memory lane while he delivered his keynote speech on INSTEP's achievements since 1981.

He also pointed out that human capital development is pivotal for oil and gas industry to survive. Being PETRONAS technical learning solutions partner, INSTEP plays a big role in accelerating the agility and shifting the culture and mindset to shape empowered, agile, and enabled talents to accommodate current and future industrial needs.

Recently, with the theme ‘Managing Global Talents in Oil & Gas Industry’, INSTEP organised the virtual Conference & Dialogue 2021 which attracted 30 participants from Uzbekistan, Ecuador, Azerbaijan, Timor-Leste Sudan. Through a virtual classroom concept, the forum provides a platform to the participants to exchange experiences and challenges in the Oil & Gas industry in their respective localities and brainstormed strategic plans to meet the demand of the volatile industry.

Speaking at the conference, Assistant Secretary of International Cooperation and Development Division (ICADD), Ministry of Foreign Affairs (MOFA), Siti Aishah Kamarul Abdul Wahid, said that the conference serves as a platform to network and discuss on development experiences and expertise with other developing countries. 

“I applaud INSTEP for providing the exposure and opportunity for participants to acquire their roles in the continued development of industry competencies.”

One of the main players in MTCP, Mr. Wan Zulfakrurazi B Wan Abd Majid, witnessed the growth and relentless effort of INSTEP in the development of third world countries.

The Head of INSTEP Maintenance Academy, hail from Felda Chalok, Terengganu, is proud of Malaysia’s achievement in sharing our technologies to the third world countries. He, whom was entrusted as part of the team to formulate topics and contents to be shared in the MTCP sessions in INSTEP, could not hide his pride seeing the young engineers and officers from government and authorities at respective countries learn and appreciate Malaysia’s technical expertise.

“When I joined INSTEP in 1991 as an instructor, Malaysia was in dire need of local talents in oil & gas industry. The year 2004 was a major breakthrough for INSTEP. After 23 years of establishment, INSTEP spreads its wings to the international arena to support PETRONAS’ growth and develop local talents in other developing countries such as Sudan and Turkmenistan,” said Mr. Wan Zul who was one of the stalwarts who established a technical training centre in Khartoum State, Sudan.

“Malaysia is no longer a technology follower, but we are now the leader who shares our technology and knowledge abroad.” said Mr. Wan Zul, who will be celebrating his retirement next month after 30 years of services for INSTEP.

About MTCP

The Malaysian Technical Cooperation Programme (MTCP) was officially launched on 7 September 1980 at the Commonwealth Heads of State Meeting in New Delhi, India, to signify Malaysia’s commitment to the South-South Cooperation, particularly the Technical Cooperation among Developing Countries (TCDC). The MTCP emphasises on the development of human resources through the provision of trainings in various areas which are essential for a country’s development such as the public administration, good governance, health, education, agriculture, sustainable development, poverty alleviation, economy and finance, ICT and environment. Annually, Malaysia offered more than 65 capacity-building and technical assistance programmes under the MTCP, which have benefited more than 34,000 participants from 144 countries.

About MTCP

The Malaysian Technical Cooperation Programme (MTCP) was officially launched on 7 September 1980 at the Commonwealth Heads of State Meeting in New Delhi, India, to signify Malaysia’s commitment to the South-South Cooperation, particularly the Technical Cooperation among Developing Countries (TCDC). The MTCP emphasises on the development of human resources through the provision of trainings in various areas which are essential for a country’s development such as the public administration, good governance, health, education, agriculture, sustainable development, poverty alleviation, economy and finance, ICT and environment. Annually, Malaysia offered more than 65 capacity-building and technical assistance programmes under the MTCP, which have benefited more than 34,000 participants from 144 countries.

INSTEP is now Malaysia Board of Technologists (MBOT) Approved Training Provider (ATP)

In accordance and conformance with Section 5(c) of Technologists and Technicians Act 2015 (Act 768), we are delighted to inform that Institut Teknologi Petroleum PETRONAS (INSTEP) has been approved by Malaysia Board of Technologists (MBOT) as an Approved Training Provider (ATP) to deliver MBOT-certified training programmes for Continuing Professional Development (CPD) hours collection system.

MBOT promotes lifelong learning through the implementation of CPD. In MBOT, CPD is essential to renew the certificate of registration for Professional Technologists and Certified Technicians only. CPD is counted by hours and the number might vary for each Technology Fields and can be obtained through Trainings and Projects which are certified by MBOT.
