INSTEP Continues to Amplify International Technical Collaboration

Institut Teknologi Petroleum PETRONAS (INSTEP) continues its seventeen years of commitment towards international technical cooperation under the Malaysian Technical Cooperation Programme (MTCP). The program which officially launched at the Commonwealth Heads of State Meeting in 1980 constitutes Malaysia’s commitment towards promoting technical cooperation under the south-south spirit.

INSTEP Chief Executive Officer, Mr. Idris Ibrahim said: “The evolution of oil and gas industry is dynamic and unpredictable, but in the spirit of Courage to Act, there shall remain further opportunities to strengthen regional collaboration and leverage on our experiences and expertise in developing talents in the volatile industry.” 

Mr. Idris Ibrahim, INSTEP Chief Executive Officer, took the participants down memory lane while he delivered his keynote speech on INSTEP's achievements since 1981.

He also pointed out that human capital development is pivotal for oil and gas industry to survive. Being PETRONAS technical learning solutions partner, INSTEP plays a big role in accelerating the agility and shifting the culture and mindset to shape empowered, agile, and enabled talents to accommodate current and future industrial needs.

Recently, with the theme ‘Managing Global Talents in Oil & Gas Industry’, INSTEP organised the virtual Conference & Dialogue 2021 which attracted 30 participants from Uzbekistan, Ecuador, Azerbaijan, Timor-Leste Sudan. Through a virtual classroom concept, the forum provides a platform to the participants to exchange experiences and challenges in the Oil & Gas industry in their respective localities and brainstormed strategic plans to meet the demand of the volatile industry.

Speaking at the conference, Assistant Secretary of International Cooperation and Development Division (ICADD), Ministry of Foreign Affairs (MOFA), Siti Aishah Kamarul Abdul Wahid, said that the conference serves as a platform to network and discuss on development experiences and expertise with other developing countries. 

“I applaud INSTEP for providing the exposure and opportunity for participants to acquire their roles in the continued development of industry competencies.”

One of the main players in MTCP, Mr. Wan Zulfakrurazi B Wan Abd Majid, witnessed the growth and relentless effort of INSTEP in the development of third world countries.

The Head of INSTEP Maintenance Academy, hail from Felda Chalok, Terengganu, is proud of Malaysia’s achievement in sharing our technologies to the third world countries. He, whom was entrusted as part of the team to formulate topics and contents to be shared in the MTCP sessions in INSTEP, could not hide his pride seeing the young engineers and officers from government and authorities at respective countries learn and appreciate Malaysia’s technical expertise.

“When I joined INSTEP in 1991 as an instructor, Malaysia was in dire need of local talents in oil & gas industry. The year 2004 was a major breakthrough for INSTEP. After 23 years of establishment, INSTEP spreads its wings to the international arena to support PETRONAS’ growth and develop local talents in other developing countries such as Sudan and Turkmenistan,” said Mr. Wan Zul who was one of the stalwarts who established a technical training centre in Khartoum State, Sudan.

“Malaysia is no longer a technology follower, but we are now the leader who shares our technology and knowledge abroad.” said Mr. Wan Zul, who will be celebrating his retirement next month after 30 years of services for INSTEP.

The Malaysian Technical Cooperation Programme (MTCP) was officially launched on 7 September 1980 at the Commonwealth Heads of State Meeting in New Delhi, India, to signify Malaysia’s commitment to the South-South Cooperation, particularly the Technical Cooperation among Developing Countries (TCDC). The MTCP emphasises on the development of human resources through the provision of trainings in various areas which are essential for a country’s development such as the public administration, good governance, health, education, agriculture, sustainable development, poverty alleviation, economy and finance, ICT and environment. Annually, Malaysia offered more than 65 capacity-building and technical assistance programmes under the MTCP, which have benefited more than 34,000 participants from 144 countries.

INSTEP is now Malaysia Board of Technologists (MBOT) Approved Training Provider (ATP)

In accordance and conformance with Section 5(c) of Technologists and Technicians Act 2015 (Act 768), we are delighted to inform that Institut Teknologi Petroleum PETRONAS (INSTEP) has been approved by Malaysia Board of Technologists (MBOT) as an Approved Training Provider (ATP) to deliver MBOT-certified training programmes for Continuing Professional Development (CPD) hours collection system.

MBOT promotes lifelong learning through the implementation of CPD. In MBOT, CPD is essential to renew the certificate of registration for Professional Technologists and Certified Technicians only. CPD is counted by hours and the number might vary for each Technology Fields and can be obtained through Trainings and Projects which are certified by MBOT.

Committed to the role as a capability caretaker and technical learning solutions for PETRONAS, Institut Teknologi Petroleum PETRONAS (INSTEP) received guests from Sumitomo Corporation on 24 May 2021.

Established in December 1919 in Japan, Sumitomo Corporation (SC) is a leading Fortune Global 500 trading & business investment company, which has set its footprint across more than 100 locations locally and internationally. As part of its collaboration with PETRONAS, Sumitomo looks into sharing of Human Resource expertise through networking sessions and visits to PETRONAS capability learning arms, i.e. PETRONAS Leadership Centre (PLC), Universiti Teknologi PETRONAS (UTP) and INSTEP.

Leveraging on fast evolution technology in virtual communication, INSTEP has hosted the session via Microsoft Teams attended by 126 attendees. The delegates from Sumitomo as well as counterparts from PETRONAS had the opportunity to witness INSTEP campus facilities and its capacity in charting the training pathway of technical workforce virtually.

The event began with a warm welcoming speech by Mr. Idris Ibrahim, Chief Executive Officer of INSTEP and an opening speech by Mr. Atsushi Sawada, General Manager of Strategic Alliance Business Development Office (SABDO), Sumitomo Corporation Asia & Oceania Pte. Ltd (SCAO). Mr. Atsushi was grateful for the support from INSTEP which enabled the Sumitomo members to broaden their knowledge on the professional capabilities and management of PETRONAS educational business. 

"I believe that the visit today is an essential element for strengthening business relationships with our clients, and I can foresee it as a great start to develop reciprocal cooperation with Sumitomo Corporation in the future," said Mr. Idris.

The delegates from Sumitomo Corporation were taken to a corporate presentation where our Learning Consultant, Mr. Nabil Syafiq Noordin, introduced the wholesome journey of INSTEP throughout its 40 years of existence.

Thanks to technological advances, the attendees were able to view all the facilities available within the 200-acre campus through a 360-degree virtual tour of INSTEP. 

Other than that, they were able to witness INSTEP game-changer, Upstream Downstream Training Plant (UDTP), through a live broadcast. The attendees were fascinated by how learners are exposed to wholesome learning experience to enhance their understanding in a technical knowledge and skills at UDTP, which simulates actual upstream and downstream plant scenarios in safe operating conditions. 

The live broadcast at UDTP was interactive as our experienced instructors answered questions from the audience during his sharing of our world-class facility.

Finally, the event concluded with a virtual group photo session. We would like to take this opportunity to thank Sumitomo Corporation for attending the virtual visit. PTTSB Signs New Permit to Work (PTW) Programme Contract with PCSB

A virtual signing ceremony between PETRONAS Technical Training Sdn Bhd (PTTSB) and Upstream HSSE, PETRONAS Carigali Sdn Bhd (PCSB) was held on 20 April 2021 to commemorate the continuation of PTTSB-PCSB strategic partnership in the delivery of PTW Level 2 and Level 3 (New and Refresher) competency training programmes.

As PETRONAS’ technical learning solutions partner, INSTEP has closely collaborated with UHSSE on Permit to Work (PTW) competency training since April 2018, in which INSTEP has been appointed as the training provider for PTW Level 2 and Level 3 training programmes.

PTW is an essential HSSE training programme that certifies PETRONAS staff and contractors to be competent in commissioning any inshore or offshore work which can be identified as potentially hazardous. However, the Movement Control Order (MCO) announced on 18 Mar 2020 had put all physical training on hold, including PTW programme delivery to all Upstream staff and contractors.

Realising the importance of PTW programme to ensure safety and operational excellence, INSTEP has swiftly collaborated with UHSSE to react to this unprecedented situation by having PTW training programmes being delivered via Virtual Instructor-Led Training (VILT).

The new PTW programme contract was signed by PTTSB Chief Executive Officer, En. Idris Ibrahim, and Head of UHSSE, Datuk Joseph Podtung. This signifies the trust in INSTEP as a preferred solutions partner in technical training for UHSSE PCSB.

‘The delivery of PTW training programme via VILT has enabled us to continue upskilling our technical workforce and we are pleased to see the work being carried out safely by the contractors and staff in day-to-day operations,’ said Datuk Joseph Podtung.

‘This strong partnership between INSTEP and UHSSE is an avid demonstration of Innovate Now and Courage to Act, in which the team was willing to challenge the new norms and take calculated risks in progressing over perfection,’ said En. Idris. 

The singing between Datuk Joseph Podtung and En. Idris Ibrahim marks the official virtual delivery of PTW training programmes to all staff and contractors.

As PETRONAS’ technical learning solutions partner, INSTEP has closely collaborated with UHSSE on Permit to Work (PTW) competency training since April 2018, in which INSTEP has been appointed as the training provider for PTW Level 2 and Level 3 training programmes.

PTW is an essential HSSE training programme that certifies PETRONAS staff and contractors to be competent in commissioning any inshore or offshore work which can be identified as potentially hazardous. However, the Movement Control Order (MCO) announced on 18 Mar 2020 had put all physical training on hold, including PTW programme delivery to all Upstream staff and contractors.

Realising the importance of PTW programme to ensure safety and operational excellence, INSTEP has swiftly collaborated with UHSSE to react to this unprecedented situation by having PTW training programmes being delivered via Virtual Instructor-Led Training (VILT).

The new PTW programme contract was signed by PTTSB Chief Executive Officer, En. Idris Ibrahim, and Head of UHSSE, Datuk Joseph Podtung. This signifies the trust in INSTEP as a preferred solutions partner in technical training for UHSSE PCSB.

‘The delivery of PTW training programme via VILT has enabled us to continue upskilling our technical workforce and we are pleased to see the work being carried out safely by the contractors and staff in day-to-day operations,’ said Datuk Joseph Podtung.

The singing between Datuk Joseph Podtung and En. Idris Ibrahim marks the official virtual delivery of PTW training programmes to all staff and contractors.

INSTEP Continues to Promote Technical Cooperation Amongst Developing Countries

Institut Teknologi Petroleum PETRONAS (INSTEP) hosted a 3-day Virtual Conference & Dialogue on Managing Global Talents in Oil & Gas Industry, with participants coming from different corners of the world: Algeria, Cambodia, Ghana, Senegal, Sierra Leone, Thailand, Turkmenistan, Uganda, Uzbekistan and Zambia.

Through the Malaysian Technical Cooperation Programme (MTCP), INSTEP contributes towards the realization of the Malaysian Government’s commitment in promoting technical cooperation among developing countries, while strengthening regional and sub-regional cooperation, and nurturing collective self-reliance of the global South. Since the inception of MTCP in 1980, participants from 144 recipient countries have benefited from various capacity building programmes offered under the MTCP.

The MTCP-INSTEP programme were held in two sessions: one in March and the second in April respectively. The programme sought to encourage strategic conversation among the industry players on ways to develop technical talents in their localities. Topics related to training, education and localisation by INSTEP, particularly in developing local talents and capability framework were addressed through sharing and networking sessions, discussions, and paper presentations. 

Participants actively shared their experiences and thoughts on ways to develop their technical talent.

Through interactive sharing and keynote sessions, participants were exposed to INSTEP’s current initiatives focusing on talent development in the oil & gas industry since its establishment in 1981. Participants were briefed of the challenges faced by the oil and gas industry, particularly the industry’s effort in connecting talents to technical competencies and nurturing the potential in every talent to enrich the global energy workforce.

The highlight of this training course was an engagement session with INSTEP’s leaders which has provided greater understanding to the participants on the on-going initiatives as well as the stumbling blocks affecting the oil and gas industries in Malaysia with regards to Human Capital Development.

Participants were also able to constructively analyse the Capabilities & Reassessment of Capability Development at their localities through a virtual classroom discussion, sharing their experiences and challenges in respective communities, including reassessment of their local competencies to identify gap that meets the demand of the volatile oil and gas industry in their respective countries.
