INSTEP Continues to Promote Technical Cooperation Amongst Developing Countries

Institut Teknologi Petroleum PETRONAS (INSTEP) hosted a 3-day Virtual Conference & Dialogue on Managing Global Talents in Oil & Gas Industry, with participants coming from different corners of the world: Algeria, Cambodia, Ghana, Senegal, Sierra Leone, Thailand, Turkmenistan, Uganda, Uzbekistan and Zambia.

Through the Malaysian Technical Cooperation Programme (MTCP), INSTEP contributes towards the realization of the Malaysian Government’s commitment in promoting technical cooperation among developing countries, while strengthening regional and sub-regional cooperation, and nurturing collective self-reliance of the global South. Since the inception of MTCP in 1980, participants from 144 recipient countries have benefited from various capacity building programmes offered under the MTCP.

The MTCP-INSTEP programme were held in two sessions: one in March and the second in April respectively. The programme sought to encourage strategic conversation among the industry players on ways to develop technical talents in their localities. Topics related to training, education and localisation by INSTEP, particularly in developing local talents and capability framework were addressed through sharing and networking sessions, discussions, and paper presentations. 

Participants actively shared their experiences and thoughts on ways to develop their technical talent.

Through interactive sharing and keynote sessions, participants were exposed to INSTEP’s current initiatives focusing on talent development in the oil & gas industry since its establishment in 1981. Participants were briefed of the challenges faced by the oil and gas industry, particularly the industry’s effort in connecting talents to technical competencies and nurturing the potential in every talent to enrich the global energy workforce.

The highlight of this training course was an engagement session with INSTEP’s leaders which has provided greater understanding to the participants on the on-going initiatives as well as the stumbling blocks affecting the oil and gas industries in Malaysia with regards to Human Capital Development.

Participants were also able to constructively analyse the Capabilities & Reassessment of Capability Development at their localities through a virtual classroom discussion, sharing their experiences and challenges in respective communities, including reassessment of their local competencies to identify gap that meets the demand of the volatile oil and gas industry in their respective countries.
