167 Technical Energy Enrichment Programme (TEP) learners celebrated their completion of 10-month training programme in a graduation ceremony on 19 September 2023, in INSTEP, Batu Rakit, Terengganu. TEP is a 10-month pre-employment sponsorship programme, sponsored by PETRONAS Carigali Sarawak Asset (SKA) and Sabah Asset (SBA). It is specially designed to develop essential technical competencies to upskill and produce certified job-ready technicians with skills of tomorrow to support the global energy industry.
This batch is the first batch of sponsored learners from upstream industries, for technical trades such as production, instrument, mechanical and electrical. Among the 167 graduates, 27 of them are Sabahan youths sponsored by SBA and 140 of the learners are Sarawakian youths sponsored by SKA.
The INSTEP signature training programme is tailored to cater upskilling and upgrading of technical competencies through theoretical and practical learning. The blended learning solutions also include On-Job-Training in Upstream Downstream Training Plant (UDTP), INSTEP.

Chief Executive Officer of INSTEP Idris Ibrahim said INSTEP is keen in supporting human capital development by being PETRONAS’ competency development partner. “INSTEP’s roles are to equip the young talents with the technical skills to contribute back to the development of the country, and support nation building through the energy transition agenda by reskilling and upskilling the energy workforce through world-class technical training delivery.”
Anticipation smiles were flashed on the learners’ faces during the event.
Nur Faizatul Aqilah Binti Mohd Sabta Zahiry, one of the graduates, sponsored by SBA, mentioned her gratefulness of being able to finish her studies in INSTEP. Being one of beneficiaries from PETRONAS’ high school education sponsorship programme, and diploma sponsored programme in Kimanis Petroleum Training Centre, Faizatul, despite being a female in the male-dominated field, had continuously strived for excellence in her studies.
Meanwhile, for Kelvin Chung, one of the graduates sponsored by SKA highlighted his learning journey in INSTEP. “My learning journey in INSTEP revealed the new knowledge of safety. Safety element is highlighted in every job we are doing, not only in theory, but also in the practical learning and On-job training in INSTEP.”
As for Andrew Megong Anak Meyu, the learners’ representative for the batch, he mentioned in his speech that mixture of cultural differences helped them to grow, as individual and team players. “

In addition to the graduated batch of TEP Upstream, one more batch of TEP Plus with 74 learners are still undergoing their studies in INSTEP. TEP Plus batch includes multiskill trades and blended learning for Process, Mechanical, Instrument & Electrical for 32 weeks (8 months). The next batch is expected to graduate in May 2024.
