Innovate Now by Turning Physical Training Challenges into Virtual Winning Solutions

When the pandemic reached the Malaysian shores, Movement Control Order (MCO) was announced and came into effect on 18 March 2020. While many were scrambling to find ways to continue business, Institut Teknologi Petroleum PETRONAS (INSTEP) saw it as an opportunity.

As PETRONAS’ technical learning solutions partner, INSTEP has closely collaborated with Upstream HSSE (UHSSE) on Permit to Work (PTW) competency training since April 2018, wherein INSTEP has been appointed as the training provider for all PTW Level 2 and Level 3 training programmes. PTW is an essential and basic HSSE training programme that certifies both PETRONAS staff and contractors to be competent in commissioning any work, be it onshore or offshore. However, the restriction of physical training due to MCO halted the training programmes, including PTW, and hence putting the industrial safety and operational excellence at risk, when the personnel could not be certified and assignments were put on hold as well.

This was unthinkable to both the INSTEP and UHSSE teams, thus both parties immediately sprung into action by having PTW training programmes being delivered via Virtual Instructor-Led Training (VILT). All the arising issues and importance of PTW training programme were deliberated thoroughly with potential risks and consequences being assessed in supporting the ongoing operations and business demands. The outcome from the series of discussion led to the adaptation of PTW training modules into VILT delivery and was first piloted to several learners, instructors and observers to gather their feedback.

With PTW training programme now being delivered via VILT, that blends the best of interactive live classroom training and the convenient of virtual engagement with learners in online and offline activities, all staff and contractors have been successfully certified.

“Both parties continuously push the boundaries and explore innovative solutions during this unprecedented time to continuously upskill our workforce virtually via VILT PTW Level 2 and Level 3 training programmes,” proudly exclaimed Datuk Joseph Podtung, Head of UHSSE, who was impressed with the team’s courage to act. Bearing the concept of “progress over perfection”, VILT PTW was officially delivered to all PETRONAS staff and contractors since June 2020, and as of November 2020, about 1,700 learners have enrolled for VILT PTW Level 2 and Level 3 (New and Refresher) training programmes.

 “This strong partnership between INSTEP and UHSSE is an avid demonstration of Innovate Now and Courage to Act, which the team was willing to challenge the new norms and take calculated risks in progressing over perfection,” said Mr. Idris Ibrahim, INSTEP Chief Executive Officer, who complimented the team’s enterprise mindset. A virtual signing ceremony was held on 3 December 2020 between INSTEP and UHSSE to officialise the virtual design and delivery of PTW Level 2 and Level 3 (New and Refresher) training programmes moving forward.

As an addendum to the original agreement, this marks the official virtual design and delivery of PTW training programmes to all staff and contractors.
